Opinion is a matter of perspective that’s not necessarily based on fact, my

emotions, beliefs or thoughts may change opinion based on perception of

what I think is fact, what was isn’t necessarily what is, or what will be

either.  Policy is a matter of policy, subject to change also.  Go figure.
